Perhaps it starts with good intentions but it then becomes the Bully State & oppressive. The worst example is the Welfare State, started by the Beveridge Report of 1942. Beveridge was a member of the Fabian Society, a de facto Communist. The damage he has done costs billions every year. The dole created the Poverty Trap, bring us millions of unemployed. There are now third generation layabouts who see no point in being penalized by the Taxman for doing honest work.
