His brother had phoned for assistance because he was suffering a mental health episode. Several other people encountered him, with at least one calling 911 to report his erratic behavior.
Prude was then stopped by Officer Mark Vaughn from the Rochester PD. Vaughn, pointing a Taser, ordered him to lay on the ground and put his hands behind his back, to which he complied. Officer Vaughn then handcuffed Prude as he lay on his stomach. Prude spat, yelled and told the cops that he had COVID-19. They put a hood over his head then laughed at him while he screamed profanities at them. ...............
After the hood was placed over his head, Prude became more agitated. He
flipped onto his side and yelled 'give me that gun!'. Then, three of the
cops pushed him into the cold ground and held him down for more than three
minutes while he screamed. The cops only became worried when they noticed
fluid seeping out of his mouth. By then, he was unconscious.

Dispatch 2 - the homeless are in a bad way. I never see this in Thailand, or just about any other country, other than after disaster. Many are transparently mentally ill. We have people living under bridges and on sidewalks mumbling to themselves. Clearly insane in some cases. Again, this is not my first experience with American homeless. I have talked with many in places like Hawaii. Some do not seem insane and actually choose that way. Others lost jobs, have substance issues, or some other situation.
Dispatch 3 the grafitti in Portland is third rate, rambling, incoherent, semi-literate. In Hong Kong they are clear, to the point. You know what they want.
Dispatch 4 tells us that the homeless situation is terrible, far worse than e.g. Thailand and other civilised countries. Portland Mayor Refuses Permit To Right Wingers - Pretending COVID-19 Is The

Peaceful Rioters Attack In Philadelphia After Police Killed Vicious Armed

Rioting, vandalism and looting erupted in Philadelphia on Monday night hours
after police fatally shot a 27-year-old black man armed with a knife during
a domestic disturbance call.
Late into the night, growing anger boiled over into a violent riot near the Philadelphia Police 18th District building. Several officers were injured by bricks and other projectiles thrown at them by a crowd of demonstrators.
At least 30 officers have been hurt with 12 hospitalized including one female Philadelphia Police Sergeant, 56, who suffered a broken leg after being hit by a speeding pick-up truck that was videoed driving towards a line of officers close to the city center shortly before 1am, according to Philadelphia Police.........
Multiple instances of looting have also been reported across the city. Police said multiple stores were looted including several Rite Aid stores in West Philadelphia, clothing and shoe stores and one restaurant. Multiple car fires were reported with at least one cop car set on fire amid the chaos, with police saying five police vehicles and one Fire Department vehicle were vandalised.
The unruly scenes were sparked by the police
shooting of Walter Wallace Jr., a man said to suffer from mental illness who
was killed by officers during a domestic call along the 6100 block of Locust
Street, just before 4pm. When cops arrived, they said they found Wallace
holding a knife. Police said they repeatedly told Wallace to drop the blade
but he failed to acquiesce. Two officers then opened fire, striking the
27-year-old multiple times. Wallace was rushed to the hospital where he was
later pronounced dead.

His cousin, Darry Daquan Smalley, a Hoover gang member, was convicted today in Pierce County in relation to a murder. According to a law enforcement source, Smalley fled the warrant for murder. Landed in Hawaii where Smalley was found pimping a young woman, apparently in her 20s. Smalley was arrested in Hawaii and extradited back here -- and now off to prison.

“intimidation” and, in the days following, to hit the streets in protest. “We need an unprecedented number of
Americans to take to the streets and stay in the streets until he [Trump]
concedes,” Choose Democracy stated in a recent tweet. “But protest won’t be
enough.”

CIA Advisor Believes America Is Close To Another Civil War [ 21

The University of California San Diego academic, who has studied hotspots like Syria and helps run a blog on political violence, said the U.S. meets several of the telltale signs that are part of a road to insurgency.
'No one wants to believe that their beloved democracy is in decline, or headed toward war,' she writes in her forthcoming book, How Civil Wars Start.
'If you were an analyst in a foreign country looking at events in America — the same way you’d look at events in Ukraine or the Ivory Coast or Venezuela — you would go down a checklist, assessing each of the conditions that make civil war likely. And what you would find is that the United States, a democracy founded more than two centuries ago, has entered very dangerous territory,' she writes, according to the Washington Post.
She concludes that the U.S. has gone through the 'pre-insurgency' and
'incipient conflict' phases – without deciding whether the Jan. 6th Capitol
riot constitutes part of the 'open insurgency' phase.
