Students are required to go through metal detectors at the school’s main entrances, he said. But students are supposed to be screened any time they enter the building, he said. School officials planned to interview the students involved and review footage from the school’s extensive surveillance camera system, Vaughn said. Additional security measures would be used to help screen students at the building’s entrances, he said.

For the last three years, two uniformed Chicago police officers have been stationed at each of the city’s roughly 100 public high schools.
But as the Chicago Public Schools stare down the barrel of a $700 million budget deficit, every dollar of spending is being called into question. With the police department now demanding more than three times what CPS has been paying them for the officers in schools, according to the Chicago Sun-Times, the district plans to take a much closer look at the program.
Over the weekend, the paper wrote that CPS has been paying the police department around $8 million a year for the officers. But the Chicago Police Department has long insisted that that wasn’t nearly enough: in fact, they argue, police supervision costs more like $25 million a year.
With Rahm Emanuel's election as mayor, his newly-appointed schools team revisited the question and found the CPD’s claim to be reasonable. It agreed that the full cost should be $25 million a year — and also agreed to pay the difference from the last three years.
That means CPS is on the hook for around $70 million to the police force this year, the Sun-Times writes.
Why the NRA is so reticent on the matters of the true nature of school violence (and gun violence) in America is beyond me… why they can’t mention the true reason behind the rising cost of policing the increasingly diverse United States is a testament to the ineffectual nature of “conservative” resistance.Of course, that’s not the only cost to the CPS system. In the book “Gun Violence : The Real Costs:” by Philip J. Cook, we learn on p. 88-89 just how “low-level” the security presence in the 8 percent white, 86 percent brown/black CPS really is (perhaps the more tactical word would be… isn’t):Consider, for example, the security expenditures made by the Chicago pubic school system. Each of the city’s 69 public high schools has a walk-through metal detector that cost between $2,500 and $3,000 to purchase. The Chicago pubic school system also employs 994 full-time security personnel who each cost the system around $25,000 per year, in addition to 445 off-duty Chicago police officers who work part-time for the schools at an annual cost of around $15,000 and 140 full-time police officers from the Chicago Police Department’s Youth Division who are permanently assigned to the public schools at an annual cost of around $67,000. The Chicago pubic school system thus spends around $41 million each year for school security personnel, in addition to the costs of purchasing and maintaining metal detectors. While some of these preventive measures would stay in place even if gun misuse was eliminated, since knives and box-cutters will still pose a threat to student safety, the level of expenditures would almost surely be lower in a world without gun violence.
Now do you understand why the CPS system has so few white students? Adam Lanza wasn’t a student or an educator at Sandy Hook Elementary School in Newtown, Connecticut — the almost exclusively non-white students in the CPS system require an increasingly high-level and sophisticated security measures to maintain a semblance of peace and discipline.
Chicago and the quality of life found in the CPS system represents the future for all of America, unless brave men and women dare stand and speak a truth that members of the NRA and its executive board are fearful of ever being exposed to: the level of expenditures on security measures in the CPS system would almost surely be lower in a nation without brown or black people; the level of expenditures on security measures in the entire nation would almost surely be lower without brown or black people. At least J.P. Morgan and the federal government are providing grants to the CPS system to combat the violence caused by black and brown children, as opposed to passing the cost on to the already beleaguered taxpayer of Cook County and the state of Illinois [Chicago Public Schools Focus on Security, Chicago Defender, 1-27-2010]During the 2008-09 school year there were 116,000 incidents recorded at CPS. Incidents range from a shouting match between students to a food fight in the cafeteria.
But the total number of “serious misconduct” incidents, which usually means an occurrence so bad, such as violence, that the student was either suspended or expelled, was 17,000, according to Shields.
There is a minimum of two Chicago police officers assigned to each high school. And like Shields, who spent 23 years with CPD, Ron Huberman, chief executive officer for CPS, is also a former Chicago cop.
But CPS does not rely solely on police assistance when it comes to security for its 408,000 students, said Shields. It relies more on the 2,000 security guards on CPS payroll – with a starting salary of $26,000 – and the 6,200 cameras installed throughout the school district. There are an average of seven security guards at each high school.
And while the bulk of its security budget is spent on personnel costs, Shields, who earns $150,000 a year, said long term plans include using more cameras.“Video surveillance is a lot more useful because security guards can only be in one place at a time. Cameras are helping us immensely. Plus, cameras can capture activity in the community, which is where most school incidents occur,” he said. J.P. Morgan Chase & Co. awarded CPS a $2.5 million grant, which will be used to purchase more cameras.
“J.P. Morgan is the first major corporation to step for security at CPS and we thank them,” Shields said. “We are also reaching out to other corporations for help.”Huberman said its security efforts are paying off.
“There were 143 CPS students shot last school year and this school year there were only 102, so violence incidents are down,” he said. “And none of these shootings took place on school grounds.”
CPS received $30 million in federal stimulus money to combat violence and Huberman added that among the things he plans to do is to make traveling to and from school more safer for students.
“We plan to spend $2 million to develop a safe passage program to make sure students are safe when traveling to and from school,” he told the Defender.
Additionally, CPS will award a $10 million contract to a community organization to assist it with conflict resolutions strategies, which could include in-school suspensions rather than at-home suspensions. The final $18 million will be used to create a Culture of Calm program at designated schools identified to have high incidents of violence. There are 38 schools targeted for the new program, many of them are on the South Side.
The South Side of Chicago? Chicago’s Students Deserve Social Justice SEGREGATED SCHOOLING
CPS schools operate in an environment of intense segregation, a culmination of decades of racist public policies and market forces that have segregated Chicago’s communities and neighborhoods. Within CPS, 69% of all African American students (and 42% of Latinos) go to schools that are “intensely segregated” — schools that have more than 90% of their student body composed of the same ethnicity.
Chicago Public Schools remains one of the urban school systems that “only a few percentage points from an experience of total apartheid.”
More than three-fourths of CPS students come from families who are eligible for free lunch, which for a family of four means earning less than $30,000 a year.
Nearly half of all African American students (71,500) and one-third of all Latino students (58,700) go to a school where more than 90% of the students qualify for free lunch. Only 3.3% of white students go to such schools. White students typically attend schools where fewer than 25% of students are free-lunch eligible.
This is the case in more than two-thirds of schools with a majority of white students.
THE CRIMINALIZATION OF STUDENTS
These pressures for test results manifest not only in instructional and managerial practices but often in punitive measures directed against students and teachers. Nationwide, minorities are suspended at substantially higher rates than white students, and this discipline gap has increased over time.56 CPS had the highest suspension rate of all big-city school districts in 2008, with 13% of students suspended. One out of every four Black male students was suspended. Black males comprised nearly the majority of suspensions despite being only a quarter of the CPS student population. Police involvement in CPS also disproportionately impacts black students.
Of the 5,574 juveniles arrested on CPS grounds in 2010, 74% were African American. These issues are prevalent at charter schools as well. Unwarranted punitive measures, expulsions and “counseling out” of disruptive students are common at schools run by private management organizations.
When standardized testing results determine the relative value of students, and schools run by private operators are unaccountable to the public, these schools push out troubled low-performing students.
Punitive policies against the most disadvantaged students, standards of education prescribed for others by those in power, and segregated educational opportunities are symptomatic of corporate-run public education, whose agenda is disempowering working-class communities. This strategy of educating students is inequitable and does not improve learning.
An oft-referenced model of school improvement is Finland, yet policymakers fail to grasp the fundamental goal of Finland’s educational reforms: to establish educational equity for all students.
What would it cost to have equitable treatment of our children? In our society students segregated by socio-economic status do not have equal access to education. Merely equalizing resources between the children of the haves and have-nots is insufficient. Students from the most disadvantaged backgrounds require additional support services to supplement their learning and emotional growth.
Yet CPS does not even attempt this ‘nominal’ equity. Bringing real equity into the education system will require a depth of commitment and resources that is totally outside the scope of CPS’ current “reform” agenda. Nearly 60 years since the famous Brown vs. Board of Education decision to end racist inequities in education, CPS and other public school systems are moving in the opposite direction. Schools are becoming more segregated and education less equitable, often under the guise of “closing the achievement gap.” Our students do not deserve this!
Actually, the students of the CPS system (of which only 8 percent are white) do deserve everything they get, especially the extreme security measures necessary for creating a safe environment for the teachers brave enough to babysit the 85-87 percent black or brown students of the CPS system.
The reason segregation exists in Chicago is powerfully illustrated by the reality of the CPS system, a point the NRA can’t make when addressing gun violence in America; that a mentally disturbed white kid killed a bunch of kids in Newtown has become the casus belli against private ownership of legal firearms in America, while the conditions that black and brown kids create the CPS system is a crisis that only DWLs care about when writing long articles bemoaning how police are only necessary in non-white schools.
Chicago Murders Top Afghanistan Death Toll [ 16 January 2013 ]
The death toll by murder in Chicago over the past decade is greater than the number of American forces who have died in Afghanistan since the beginning of Operation Enduring Freedom, according to a police analysis.
In addition, police reports in Chicago—where President Obama once worked as a community organizer and where his former chief of staff, Rahm Emanuel, now serves as mayor—show most of the city’s massive murder mayhem is black-on-black crime.
A WND review of the Chicago Police Department Murder Analysis reports from 2003 to 2011 provides a statistical breakdown of the demographics of both the victims and offenders in the 4,265 murders in Chicago over that time period.
Of the victims of murder in Chicago from 2003 to 2011, an average of 77 percent had a prior arrest history, with a high of 79 percent of the 436 murdered in Chicago in 2010 having arrest histories.
For the same 2003-2011 period, blacks were the victims of 75 percent of the 4,265 murders. Blacks also were the offenders in 75 percent of the murders.
According to 2010 U.S. Census information, Chicago has a population of 2,695,598 people. The city is 33 percent black, 32 percent white (not Hispanic), and 30 percent Hispanic or Latino in origin.
For the 2003-2011 period, whites were nearly 6 percent of the victims and accused of carrying out 4 percent of the murders.
For the 2003-2011 period, Hispanics or Latinos were 19 percent of the victims and 20 percent of the offenders.

Operation Enduring Freedom, the name for the war in Afghanistan, which started Oct. 7, 2001, has seen a total of 2,166 killed. The war has been ongoing for 11 years, 3 months and one week.
Operation Iraqi Freedom, the name for the war in Iraq, which started March 20, 2003, and ended Dec. 15, 2011, saw a total of 4,422 killed.
In a city with some of the toughest gun control laws in America, where a handgun cannot be purchased, Fox News reported that Chicago Police Supt. Garry McCarthy “acknowledged aiming at assault weapons misses the mark when dealing with Chicago’s gang violence.”

Local media quickly reported that Obama's plane had barely taken off from the city before police were being forced to respond shooting incidents. The Chicago Tribune said one woman died from gunshot wounds sustained at around 7pm; two men were shot and wounded around 7.20pm in another area and a third man was shot in the leg around 5.55pm, as he was sitting in his car. The violence continued on Saturday – at 3am, a fifth victim was shot in the arm at a party.
Chicago, and in particular its troubled South Side, is caught in a bout of extreme violence often linked to gang warfare and the drugs trade. In the city as a whole there were more than 500 murders in 2012 and the rate does not seen to have slowed down in 2013. In January there were 43 deaths – the majority involved guns.

An incredible 66 people were shot, although just six were killed, over Chicago's Memorial Day weekend. The carnage pushed the number of gunshot victims well above 1,500 this year in this Democratic-run city..............So far this year there have been 1,514 people shot in Chicago. Of that number, 228 have been killed by the gunfire. An additional 26 murders by other means pushed the death toll to 254. Sixty-two of those homicides happened in May.

Even within those cities, violence is further concentrated in the tiny neighborhood areas that saw two or more gun homicide incidents in a single year.
Four and a half million Americans live in areas of these cities with the highest numbers of gun homicide, which are marked by intense poverty, low levels of education, and racial segregation. Geographically, these neighborhood areas are small: a total of about 1,200 neighborhood census tracts, which, laid side by side, would fit into an area just 42 miles wide by 42 miles long.
The problem they face is devastating. Though these neighborhood areas contain just 1.5% of the country’s population, they saw 26% of America’s total gun homicides.
Gun control advocates say it is unacceptable that Americans overall are "25 times more likely to be murdered with a gun than people in other developed countries". People who live in these neighborhood areas face an average gun homicide rate about 400 times higher than the rate across those high-income countries.
Understanding this dramatic clustering of America’s of gun violence is crucial for the effort to save more lives.
“We can’t do much about crime prevention of homicide if we try to attack it as a broad, global problem, throwing money at it in a sort of broad, global way,” said David Weisburd, a leading researcher on the geographic distribution of crime at George Mason University.
America’s gun policy debate is usually driven by high-profile mass shootings that seem to strike at random, and it focuses on sweeping federal gun control or mental health policies. But much of America’s gun homicide problem happens in a relatively small number of predictable places, often driven by predictable groups of high-risk people, and its burden is anything but random.
The concentration of gun homicides in certain census tracts mirrors what criminologists have discovered when they look at crime patterns within individual cities: roughly 1.5% of street segments in cities see about 25% of crime incidents, a trend dubbed “the law of crime concentration”.
The Guardian’s new geographic analysis is the first time that gun homicides nationwide have been mapped down to the census tract level, researchers said. This new approach was made possible with the geocoded data collected since 2014 by the not-for-profit Gun Violence Archive, which tracks shootings and gun deaths using media reports. Like income inequality, murder inequality in America is stark Gun violence is a regressive tax that falls heaviest on neighborhoods already struggling with poverty, unemployment, and failing schools. The unequal burden of violence is also marked by intense racial disparities.
“It’s not about race, per se, it’s about how other conditions are racialized, are racially inequitable,” said Lauren Krivo, a Rutgers University sociologist who studies the geography of race and crime. [ The woman is talking nonsense - Editor ]
Most people don’t understand “how few predominantly white communities have conditions that are anywhere near the levels of disadvantage that are common in non-white communities, and particularly black communities,” she said.
Looking at the risk of gun homicide in terms of sweeping racial demographics, or even in terms of individual neighborhood census tracts, still obscures the real concentration of violence, crime experts said – and that further concentration is crucial to understanding how to save lives.
Even within high-poverty areas that struggle with many kinds of disadvantage, the majority of residents have nothing to do with gun violence.
Within neighborhood areas, the risk of violence is further clustered within specific social networks of high-risk people. Sometimes these are people whom police identify as gang members; sometimes they are not.
In Chicago, analysts working with police department data found that, over a six-year period, 70% of nonfatal shootings and 46% of gun homicides happened within a sprawling social network that included just 6% of Chicago’s total population.
Similar analyses in Oakland and New Orleans found even smaller percentages of residents driving the majority of the violence. In Oakland, analysts found that networks of just 1,000 to 1,200 high-risk people, about .3% of Oakland’s population, were involved in about 60% of the city’s murders. In New Orleans, just 600 to 700 people, less than 1% of the city’s population, were involved in more than 50% of fatal incidents.
“In what we think of as the ‘most dangerous places’, very, very few people are actually at any meaningful risk for violent offending,” said David Kennedy, a researcher and advocate at the John Jay College of Criminal Justice who has worked on violence prevention strategies in cities nationwide. “Most of the folks in those places are in no way a part of the problem.”
Both liberals and conservatives argue that the root causes of gun violence are extremely broad social trends. For conservatives, it’s “about things like cultures of violence, toxic family dynamics in minority communities, the failure of governmental approaches”, Kennedy said. For liberals, it’s historic oppression, racism, lack of opportunity, and the broad availability of guns.
As a result, both liberals and conservatives argue that fixing violence requires interventions that are “very enormous and very often essentially out of reach”, Kennedy said. “We’re talking about making changes that, as a practical matter, we’re not very good at: changing, in a broad way, gender in society, changing, in a broad way, social patterns or racism or bias. Fixing the schools. That’s very difficult stuff.”
But neither partisan analysis really lined up with the data on America’s murder concentration, Kennedy said. If single parent families, or poverty, or easy gun availability were the main drivers of gun violence, “that should result in vastly more violence that there is”.
Instead, some researchers argue, the concentration of gun violence in America more closely resembles the spread of a contagious disease. Inequity and poverty are risk factors. But violence itself may spread from person to person like a virus, meaning that particular networks of people, not whole neighborhoods or demographic groups, are most at risk.
In different times and places, violence in America has spread like a wave through different ethnic and racial groups, said Dr Gary Slutkin, a Chicago epidemiologist who has championed a public health model for preventing violence. In the 1920s, violence was concentrated among Irish American and Italian American populations, he said. In recent decades, it’s been more concentrated among African Americans. “There is nothing innate,” he said. “All people and peoples are susceptible.”
The racial and geographic disparities in America’s gun homicide problem are clear. They are also often overstated, both by some political opponents of gun control and by white supremacists.
One false meme that spread online after Trayvon Martin’s death said: “The United States ranks 3rd in Murders throughout the World. But if you take out Chicago, Detroit, Washington DC and New Orleans, the United States is 4th from the Bottom for Murders. These 4 Cities also have the toughest Gun Control Laws in the United States. All 4 are also controlled by Democrats.”
These murder numbers are completely inaccurate – and so is the broader concept behind them.
While half of America’s gun homicides were clustered in 127 cities, the other half were spread across the country. In many of the roughly 3,300 other cities that saw a gun homicide in 2015, the violence was less intense. 58% of cities that saw a gun homicide in 2015 saw just a single one, and 95% of them saw fewer than ten.
The toll of these more scattered gun homicides adds up. Even excluding the 127 highest homicide cities, America’s gun homicide rate would still be many times higher than recent rates in Europe.
While violence in Chicago perpetually makes headlines, some of the census tracts with the greatest burden of violence are at the margins of cities that are not known for their gun homicide problem – islands of extreme deprivation in otherwise wealthy, placid towns.
Donald Trump has spent months decrying the historic spike in gun violence in Chicago, most recently suggesting on Twitter that if Chicago’s “Mayor can't do it he must ask for Federal help!”
Seventeen minutes from Mar-a-Lago, Trump’s flagship Palm Beach hotel, is a neighborhood with one of the highest gun homicide rates in the country.
Kiki Paulk lives just miles from where Trump and his transition team vacationed this holiday. About every third night, the 31-year-old West Palm Beach resident said, she has to get her children down on the floor to protect them from the gunfire.
The Tamarind Avenue area’s gun murder rate in 2015 was double or triple that of some of the most violent areas in Chicago.
Asked who was working to stop the violence in her neighborhood, Paulk said, “No – no – no – there’s nobody.”

Chicago More Dangerous Than Afghanistan
